
Guidelines have been issued for the construction of houses damaged due to the impact of disasters and the payment of allowances for houses at high risk of landslides.
It is stated that this guideline has been issued to provide instructions and explanations for the more efficient and effective implementation of the housing damage allowance program outlined in the empowerment program proposed by Budget Circular No. 08/2025 dated 2025-12-05 and Budget Circular No. 08/2025 (i) dated 2025-12-20 in order to restore the lives of the people affected by the sudden disaster situation arising from the "Ditwa Cyclone".
Accordingly, the housing damage that occurred from 21 November 2025 due to the disaster situation and the post-disaster situation up to 31 December 2025 is applicable to this.
If the documents required for the payment of these allowances are destroyed due to the disaster, the Divisional Secretary should prepare an appropriate program to provide those documents free of charge.
The guidelines state that in case of issues arising regarding documents, payments should be made based on the recommendations of the Rural Disaster Management and Relief Services Committee, certified copies of those documents or other verifiable documents by the Regional Disaster Management and Relief Services Committee or on the basis of subsequent provision of documents.
The roles of the institutions involved in providing disaster relief are also mentioned in detail therein.
In providing the allowances and reliefs covered by these guidelines, in addition to the existing composition to assist the officers of the Rural Disaster Management and Relief Services Committee and the Divisional Secretary, responsibilities have also been assigned to the following officers.
